This looks like the stuff that 3M made a few years ago, I used it on telephone cable for a permanent fix. I would open a foil bag, pour water in it and wrap it around the cable.  Really tough stuff.

Looks like it's just a variation of fiberglass, except the resin is activated by water. Maybe a spin on Gorilla Glue. Anyway, it could be great stuff when you need it.

i used it... works great 10 bucks for a small roll,excellent for tailpipe repairs and sealing stuff where epoxy wont work
