How about building a kit muzzleloader?  I've done a lot of gunsmithin' stuff building kits.

I've read this thru twice now. I see this as a threat to the small gunsmith, especially those not working for an FFL, or large enough to have a manufacturing license..

Congress has passed legislation authorizing various federal agencies to do things like this for a while now, and courts have held up a lot of it as legal.  It's actually kind of amazing how much latitude these agencies have with things like this.

It's called "administrative law".  I.E. regations.  I'd wager that the regulation violations one could actually be convicted and sentenced for vastly outweigh specific laws.

I disagree.  The way the language is constructed is way too broad.  Lapping an upper would be an violation of both the language to increase accuracy and machining.  Installing most replacement sights would violate the language, and forget about a trigger job.  

Stupid laws get ignored. Let them catch me lapping a receiver.

I didn't really see anything new ITAR wise.  I think this is a result of everyone and their brother writing the DOS DDTC regarding ITAR clarification similar to everyone writing the ATF/NFA over the sig brace.  They got tired of getting bombarded with letters and put out a public letter.
