Yes, it is.  The PVS-14 goes on a helmet on my head.  I have a couple of guns set up with mounts, but head-mounted with the IR laser is a heck of a lot more user-friendly.  It takes a little getting used to (I need WAY more practice), because basically you do exactly what you tell new shooters with visible lasers not to do... you look over the top of the gun and find the laser spot instead of focusing on the sights.

I have heard that about military, basically the optic mounted on the gun is for backup. Thought you might be using helmet mounted, but I guess like that you can't use the IR laser if you don't have your hemlet.
