TN Lifetime HCP Now $200

Governor signed the bill today.  Lifetime permits have been reduced from $500 to $200.  Effective maybe July 1st of this year or next.  See here if you really want to figure out when:  http://wapp.capitol.tn.gov/apps/BillInfo/Default.aspx?BillNumber=HB1424

 

That figures since the $500 fee wasn't really a good deal for me and just last week I wrote The Man a check for about 87 dollars and 50 cents for the current renewal scheme.

Might be worth it solely from the PITA reduction standpoint.

I'm due later this year. At 38 years old this might be a good way to go now.


Yep. Next renewal is gonna get a lifetime permit for the wife and I.

Even $200 would be a bummer if constitutional carry is around the corner.  Probably a good deal, probably will do, but I am always weary when lifetime fees change on anything.

ON APRIL 18, 2016, THE HOUSE ADOPTED AMENDMENT #2 AND PASSED HOUSE BILL 1424, AS AMENDED.

AMENDMENT #2 rewrites this bill to make the fee for a lifetime carry permit equal to the regular carry permit fee plus a lifetime carry fee of $200. Under present law, the regular permit fee is $115, so the lifetime permit fee would be $315. This amendment provides that a holder of a regular permit who is applying for renewal may obtain instead a lifetime permit upon payment of $200. This amendment also changes this bill's effective date from July 1, 2016, to January 1, 2017.

 

Effective January 1st 2017 according to the bill summary. Figures, since mine is up in November.

Thanks.  I was too busy looking at the amendments and what did and didn't pass.  Going straight to the summary is pure genius.

What happens if you move out of Tennessee?  Is the lifetime permit still valid or does it automatically become invalid when you no longer live or work in Tennessee?  I know that right now the only nonresidents that can get TN permits are people who work in Tennessee.

Unfortunately, I'm too old for $200 even to be a good deal. Should give a reduced price for those over the hill folkes.

Good question, especially since Tennessee requires you to get permit within (?) a year instead of accepting other states that are under reciprocy.

6 months.

 

The entire HCP system is predicated in the statute on "any resident of Tennessee" or a "non-resident employed in this state on a regular basis" ("gainfully employed in this state for at least thirty (30) hours a week for six (6) consecutive months not counting any absence from employment caused by the employee's use of sick leave, annual leave, administrative leave or compensatory time").

 

So seems obvious to me that becoming a resident of another state would nuke your TN lifetime permit, at least by the intent of the statute,  since it says "A lifetime handgun carry permit shall not expire and shall continue to be valid for the life of the permit holder unless the permit holder no longer meets the requirements of this section", which would necessitate being in one of the two classifications mentioned above.  I assume that the periodic background check for it would reveal your new address and flag it, but who knows for sure.

Mine expires in June 2018. I will just do a normal renewal since by then I will be 70 years young. Would not benefit me to go lifetime..........jmho

On a somewhat related note, while renewing my Class A CDL and HAZMAT endorsement today, I found out that TN DL's are now good for 8 years, rather than the standard 5. This makes me happy.

Yep.  My renewal came in the mail yesterday.  Mine is also up at the end of August and the document said that a lifetime permit can be obtained for $500.  This is one of those times that a bill should have become law immediately upon being signed because it is kind of - no, not just 'kind of', it is - screwing over those of us whose renew dates happen to fall within the 8 months between the bill being signed into law and it actually going into effect.  Needless to say I won't be going 'lifetime' this time around.  Maybe next time.

On another note, the document said that I should allow 3 months for processing.  That is kinda dumb considering I only received the papers yesterday - about two and a half months before it expires.  I know, as long as I apply beforehand I should be okay and it probably won't take three months for processing - although it did take nearly the full three months for my original permit to come because I applied back when there was a large upswing in the number of applicants - but still if they have up to three months to process then they should be required to get the papers to us at least four months in advance.

Hmm... interesting.  I had no interest at $500, but I'll probably go ahead and pony up $200.

The bad part is, the lifetime (and new 8-year renewal cycle), means we're never going to get NICS/TICS exemption for permit holders.  Oh well, good news/bad news.
