No one seems to know where this was taken or why they guy is carrying the donkey.  Best explanation I found is that donkeys were very valuable to these folks and they were protecting the baby.

 

I'll have to say that the donkey looks pretty happy.

– a photo of a 13e DBLE member carrying the small donkey on his back became world-wide known
– Royal Society for the Prevention of Cruelty to Animals based in London sent a lettre to the Legion
– it thanked the Legion for that “demonstration of humanity”
– the small donkey was given a name, Bambi, and became the mascot of 13e DBLE

That's no ordinary donkey, its the democratic donkey!  That's just like a democrat to ride the military's back!  They sure are not out front or carrying a weapon!
