Virginia now recognizes HCP reciprocity again

Looks like they made some changes - safe to carry now again in Virginia

 

Just as point of fact, VA never actually suspended recognition at all.

Still the question of whether the EO the gov. issued is in effect. The bill that passed/signed doesn't go into effect until 7/1/16. Can't find anything that is conclusive.

According to handgunlaw.us, here's the letter VA sent to all the states on 2/26/16 (Idaho used as example) with which they originally were going to sever "reciprocity agreement".

 

Key phrase toward end, "Since this reciprocity agreement between our states was never revoked, the existing reciprocity agreement remains in effect."

The part about being able to verify the validity of the permit from the issuing state 24 hours a day concerns me. Who would they call in Tn. at 11:00 PM ? This is a legitimate question, is there such a place?

Virginia law requires you have the permit with you and shown it on demand.
I would guess another law enforcement agency could check it the same way they check your DL; but that’s just a WAG.

TN LEOs can check permit validity 24 hours a day -- I'm sure there's some state LE number where other states can call and ask for verification.
 
Whether they may even have database hooks in other states is a question I've asked here any number of times, because if so, it would seem to violate TCA regarding HCP database privacy.

Matter of fact, DaveTN, I do believe you said you'd look into that from your LE contacts in IL?

10-7-504. Confidential records -- Exceptions.
(2) Any information or other records regarding an applicant or permit holder may be released to a law enforcement agency for the purpose of conducting an investigation or prosecution, or for determining the validity of a handgun carry permit, or to a child support enforcement agency for purposes of child support enforcement, but shall not be publicly disclosed except as evidence in a criminal or child support enforcement proceeding.

I know, but I keep forgetting when I’m there (old age ya know). I figured by now one of the cops from a surrounding state would have answered that.
