I had to google it to find out what you are getting at.

What I found is sold to non LEO, takes a kit to make a pistol work with it.

So yes, you can get the stuff.

I did find a site, but it required a class something permit.  I just wish it was sold locally

UTM makes a civilain round for sale.  Not sure if there are any requirements. Haveing tested all the force on force marking rounds on the market, I have found the UTM system to be much better.

Hmm, good question.  But you can make your own with wax bullets and primers only, I think some cowboy shoots use them (not as sims) but I am not sure they will cycle an auto.

I've taken a few Sims classes. At first they were selling it to anyone then they pulled it back and required a vetting process for training companies that wanted to offer it. As far as I know that is still the case.

I like Sims training. A good instructor can really amp up the adrenaline and create some realistic scenarios...
