I have a C&R license which I have only used for online transactions. I was thinking of looking for (another) Mosin Nagant locally.

Would a local dealer have to do the TICS (with the $10 fee) or would my C&R license be sufficient? Thanks.

Technically, no, I don't believe they would have to do a background check, however, from what I have heard from other people who have tried, most dealers will make you do it anyway just to cover their/your a**.

As stated by Bk, No, they don't have to. Technically it's a dealer transfer and an inked copy of your C&R is all they need to clear their books, but then they can pretty much require what they want, legally or otherwise.
