Can private citizens ship shotguns within the state without FFL?

If someone wanted to sell a shotgun to someone else in the state can they do so without going through a FFL and just ship it to them?

Yes, but you will have a hard time finding a shipper based on their rules now.  Most require any gun shipment to go to an FFL no matter what now.

The Post Office is supposed to do this with rifles and/or shotguns but not with pistols....


Except for the fact that you can't take a firearm in the post office...

I sent a rifle to a FFL in Illinois via the post office without any problems.

If the rifle is already boxed yes you may... Look it up....

 

May a nonlicensee ship a firearm through the U.S. Postal Service?  

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

I have shipped several long guns via USPS.  I usually take down shotguns, remove barrel from the receiver, which allows to be shipped in a much shorter box.  Doing this aides to eliminate a package that screams firearm enclosed.

Glad to see usps is still shipping long guns in state. I assumed they had went the same route as ups. The next hurdle will be getting them to know their own rules.

I recently shipped an SKS using USPS.  If you go this rout, be prepared to wait.  I was there for over an hr.  I new the rules, but they didn't, including the supervisor.  It was a disaster, but finally was shipped.  The first question that they asked me was, "do you have a licence to do that?".  It went down hill from there.

I tried to ship a gun and it was a never ending hassle, leading to my policy of only selling guns where I can meet face to face. 

 

If I had to ship one, I would see what the FFL would charge to ship it and realize there would the the FFL charge on each end plus shipping.
