I'd think it would be pretty simple to resize and not knock out the fired primer. Or it would on a lee loadall with the sizing ring. I dunno if this will satisfy your safety requirements. You could probably reprime with a fired primer...I dunno where to get dud primers.

You'll have to sub something for the powder, or keep putting in shot until you fill up the case. Otherwise it wouldn't crimp too good.
