What would cause not to be able to PM a member

I am trying to PM a member but the send message button doesn't show up???

This is what I get when I try to send PM manually when there is NO send message button on profile.

Wouldn't think so especially when I need to ship them something! The message above shows "error"

and has his message system cut off.

ok well wonder if he knows it. I need to get a msg to him so I guess I will wait to have him get to me first. Thanks RED!

Just tried to send him link to this thread on computer, same error.

 

Maybe that's the error these days if inbox is full?
