I have no idea I only got it about a month and a half ago, but I doubt it as I bought the basic base model. It's a Radio Shack Pro-82.

KPD (and KCSD, KFD) are all on the Knox County 800 mHz Trunking system.

Someome posted the freq's for the Knox County Fire Departments.

Knox EMS is on 462.xxxx (I can't remember off the top of my head)

Radioreference.com seems to be the most up to date and accurate scanning site I've seen around...
