Can anyone identify these

I was cleaning out my in laws basement and came across these. My father in law said they had been there for years. Are they blanks?

They appear to be M1909 .30 Caliber Blanks.  The pre-1999 version has the bottle nose and wad closure like these.  The post 1999 version has a  rosette crimp with 6 crimps.  Be sure to avoid the M3 blanks with the rosette crimp that have only 5 crimps as they are for launching grenades.  Both versions of the M1909 blanks require attaching a blank firing adapter, (bfa) to work the action on the M1.  

 

I help out with the maintenance and cleaning of the local American Legion M1 rifles used by the Honor Guard.  We received an Ammunition Safety Message issued in 2013 about two Ohio American Legion members that were injured during funeral honors when they used the M3 grenade blanks with five crimps and the bfa attached.  The bfa allows firing the M1909 blanks and working the M1 action.  The M3 grenade blanks are more powerful and 'rapidly disassemble' the M1 when used with the bfa attached.
