Yea, I'm not exactly sure how an "accidental shipment" can involve "no human error." I'd say human error is pretty much implied by the phrase, "accidental shipment."

the public will buy it that computers actually can make mistakes.   Apart from the famous floating point glitch that affected like 1 operation in a billion 20 years ago on the first Pentium, that has not been the case  --- all computers do exactly what they were told to do; one of the first things they tell you in computer science is that computers are totally obedient morons that literally do exactly what is commanded without variation.   Still, the public will accept that the computer is somehow to blame, not the idiot that bungled writing the software or the user that typed in the wrong value.  

 

The bigger question that comes to mind is WHY IN THE BLUE FXXX DOES THE MILITARY HAVE LIVE ANTRHAX AT ALL?
