Even though we would like to have everything right down to constitutional open carry and have it now, I think any kind of chipping away in the opposite direction that got us where we are is a positive thing if not even a good thing.

Yeah that fiscal impact is a lie.  There are a lot of states that you can carry in the state capital buildings or any state government building without it costing anyone anything.  These guys come up with an excuse for people with permits not carrying in XYZ location.  Then they come up with another silly reason on problems if we go to Constitutional carry and not make people buy permits.  You can't claim that people need permits but then not trust the people you give permits to.  Wasn't that the whole point of the permit was to check people wanting to be legal when carrying?

No, it was already out of committee, they can pass a law without funding it... and TDOS would just suck it up or not place the extra 'make work' jobs at the capital.

The "Intent" was to force it to fail with the Fiscal Note. My question, was it proffered before or after the vote in the Senate, had to be after, as the amendment was put on in session.

No, it was to get ahead of the changing political tide and make money in the process.
