HB 0995/SB 1171 Parks

Made it out of civil Justice yesterday.  This one may go as John Stevens is the sponsor in the Senate, and he is an Establishment guy. 

Goins' bill is getting kicked to the curb and they are letting Stevens and Harrison take credit. 

It can not be because Harrison is the House Sponsor, he has tinkled on firearms issues forever, was in fact instrumental in killing Goins' bill last year.

How is the House bill going to survive the usual graveyard, the House Finance Ways and Means Committee?

 

It's there now.  Can't find exact text right off, and thought was written with no mandate to change signage, but it is now claimed there is fiscal burden due to signage changes?

That is just a stalling tactic that someone is pulling.  There is no financial burden with the bill but a state agency made one up so that nothing comes to a floor vote.  Some of the legislators need to call that out as being dishonest and just trying to kill a bill.

All I know from the track record is, once a Bill-disfavored-bill hits that committee, it doesn't come out.

The fiscal note attaches because of the total deletion of subsection (e).  As we've discussed here before, if instead subsection (e)(1) was retained and modified as it was proposed in Goins HB 0274, there would be no fiscal note.  Instead, Goins got pushed to the back of the bus, and now Harrison's bill is dead meat in Fnce.  You get what you pay for...

This bill is scheduled to be heard in the House Finance Subcommittee today.  You might want to contact your representatives, especially on the Finance subcommittee, and ask that this bill be heard during the meeting.

Sorry 300, but there is not one Representative on that sub-committee that would come anywhere near supporting this issue, not a single one.

Well that is unfair I suppose, Curry Todd might, but I bet he will not.

Interesting turn.  HB0995 was amended today in Fnce Sub to remove the language that precipitated the fiscal note.  The amendment is not posted to the website at this time, but I'm betting it ends up lookikng almost identical to Goins original bill, which avoided the fiscal note altogether.  Now it goes to full Finance - where Sargent gets his chance to once again kiss the leadership's a$$.

That is positive.  Maybe this bill will continue to keep moving.  We need to politely ask the full finance committee to pass the bill.

Legislators know how to keep us guessing!!  Sargent has to be a bit more creative now that the fiscal note is not an issue.

What BS, who assumed that I would not like to be armed if I travel the less than 10 miles into KY EVERY SINGLE DAY? I for one would keep my permit for the simple fact that I do travel into other states and would enjoy reciprocity with it.

I believe it actually goes to the senate first and they have the option to strip their amendment and pass the bill, or keep it and then it goes to committee.

It's amazing at the great lengths our reps will go to have the outward appearance of being pro 2nd Amendment, but work to crush it at the same time.

NRA needs to call out this R super majority at the NRA convention if a decent park bill does not become law.  They have had every opportunity to pass a decent bill, even the amended park bill that included the capitol.

Yeah, lets hold our breath for the NRA to do that.  They didn't even have the nerve to properly shame Haslam - instead, took the PC "we just don't have room on our schedule, otherwise he would speak" way out.  Other than the $$ the convention will funnel to their coffers, NRA doesn't give a big rats a$$ about what goes on in TN, and hasn't for several years.  Their sorry excuse for a liason here is plenty of evidence of that.

If the NRA and Haslam strut around arm in arm during the convention, then we'll know where the NRA stands as to the rights of Tennesseans. Like the NRA says. It's not just about the 2nd amendment, it's about all of our rights. If it falls, all of them will fall.
