Question on shipping a rifle action to have a barrel fitted

Yes. Gunsmiths have a FFL for exactly that reason.

I'm lazy and didn't read that he's in Memphis. So yes, perfectly legal to ship it person to person within the state. A "gunsmith" would have a FFL to be able to do interstate business. In that case it's legal for a person to ship interstate to a gunsmith with a FFL and it's legal for him/her to send it back directly to you. No "transfer" is necessary. Finding a shipping carrier that will do that is a separate problem. Edited by peejman

He doesn’t have to have an FFL for you to ship it to him in this state, but I think he needs one to work on guns for money.

 

That's basically it. Being "in the business" of gunsmithing is:

 

"...a person who devotes time, attention, and labor to engaging in such activity as a regular course of trade or business with the principal objective of livelihood and profit, but such term shall not include a person who makes occasional repairs of firearms, or who occasionally fits special barrels, stocks, or trigger mechanisms to firearms."

 

But that's between him and de federal gummit. You can legally send a firearm to whoever to work on within confines of your own state, though actually getting it done is not so simple, and really in the case of a handgun is impossible to do between unlicensed individuals if you follow both federal law and the TOS of the shipper.

As pointed out above: shipping to and from is different then working on for profit

Technically, you can send it to him via USPS. (Also a shotgun)

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.
