I'm not even close to an expert on the rules that govern carry, but I would guess it depends on if the local municipality owns the arena as to whether or not it's a municipal building. Many venues are privately owned.

 

Government owned buildings, except Federal, are not off-limits by law.  State and Local Governments must post their property just like private property owners.

I have half season tickets.  I have been to alot of games this year and I have been wanded 80% of the time so far.

Even federal bldgs must be posted to be charged -- at least that's what the statute says.
