Yea, not sure either.  But notice the people down range while the laser?? is still "moving"?  Either that laser is the slowest in the world or that guy is the fastest.

Something just dont seam right with the video, no way no how are they getting in on video like that.

The speed of light is what it is, you just cant slow it down.

It is a normal laser beam with a moving bit of fog to reflect off. The guy is carrying a small fog generator or spray can, and the flash in the middle is a water sprayer. Add some stop motion and you have a light bullet.

The video says the laser is firing rapidly. The video is synced to pick up the laser(a subsequent laser) at different points of travel because no camera has a frame rate fast enough to follow a single laser. Pretty cool looking effect they got.

disregard that initial video, it looks like the US Army has had one of these mounted on an M1A1 for a while now:

That's not too bad, it's detuned training ammo.  You want to see a big boom, check out the videos of them shooting combat ammo.

The one in the pic is spec'd out here:

  • Length: 34.7 in (881 mm)
  • Weight: 41.9 lb (19.0 kg)
  • Projectile Color: Blue with white markings.
  • Peak Chamber Pressure: 70,325 psi at 70°F (4,850 bars at 21°C).
  • Nominal Velocity: 3,740 ft/sec (1,140 m/s)
and here's the combat round:

  • Length: 38.74 in (984 mm)
  • Weight: 44.88 lb (20.4 kg)
  • Projectile Color: Black with white markings.
  • Peak Chamber Pressure: 96,000 psi @ 120°F. 82,650 psi @ 70°F.
  • Nominal Velocity: 5,512 ft/sec (1,680 m/s)

The biggest differences is are the chamber pressure and velocity.  The training round is extremely slow because they use a cone on the end of it to cause high amounts of drag for safety reasons at the range.  But anyways, when you shoot one of the real ones, everybody within 5 miles knows something is going down..
