Written Directive VS Handgun Carry Permit

What is the advantage of a written directive (issued under 39-17-1315) vs. a handgun carry permit (TN code 39-17-1351)? It appears written directives are given to government employees, such as according to the code, the TN emergency services director and some of his employees. Why don't they just carry on handgun carry permits? It looks like the written directives require yearly training and bonding. Is it possible for anyone to get a written directive or are these just for state employees who are not law enforcement, but allows them to carry handguns?

IANAL, But, I do not see that there is any advantage to a written directive over a HCP.

The major difference is that the written directive is for law enforcement officials, whether they be magistrates, constables, probation / parole officers, warrant officers, etc and the handgun is used in the commision of thier official duties.

I imagine it may get around the "restaurant carry" issue and although it is not stated, I would guess it could be treated the same as the Federal Law Enforcement Officers Safety Act.
