Does this bill mean that any no gun signs put up by counties and towns will be invalid?

Don't see how.  Would only remove the grandfathered date of April 8, 1986 for local firearm laws as far as I can see, or of course any future ones (which is already the case).

Local park carry prohibition is still specifically granted by the state in 39-17-1311.

Seems though would force Knoxville, for example, to officially opt out of 1311 and put up signage instead of relying on old ordinance. Which is good and bad, depending.

What about the city government buildings in Memphis?

The state authorizes that under 39-17-1359, so don't see how this bill would change it either.

This bill doesn't do much then if it does not pre empt the parks and local government buildings.

It will force the issue on local parts for any jurisdictions that rely on grandfathered ordinance, that's about it. Like Knoxville. Matter of fact, the day it's signed, seems clear to me that carry in Knoxville City Parks will be legal unless and until the City Council formally opts out of 1311 and erects conforming signage.
