should not be too hard to make that, it looks like a linear actuator and a rotational Pan/tilt type system with a little random "spin and extend"  algorithm on a chip.  Probably make it for $100 roughly if you had something quasi bullet proof to house it in lying around.  Its not too hard to make a 9mm proof case, make sure the extending arm is cheap and easily replaced though...

 

 

I salute their creativity .... but that isn't very realistic movements for any sort of training, fun, toy but not a trainer in other words.
