Hodgdon HP38 and Win.231,same powder?

I've read these powders are the same, is this true?According to the burn rate chart there is a little difference.I bought some HP38 to use in 38 special with 158 grain lead bullets.I'm loading on using a little dandy powder thrower on a RCBS Green Machine.I have a #5 rotor in it which will throw 4 grains of HP 38.I've only found 1 book that has a load over 4 grains for HP38,and saw a few that has 231 loads over 4 grains.Anybody use HP 38 in 38 spl.? I've been reading they are the same,but didn't know why the burn rates are different.

Ramshot zip is sposed to be "near identical" as well.

Wonder if a caution would be to make sure to use weight vs volume? IOW, maybe it would be risky to just dump new W231 into a powder measure that had been previously properly adjusted for HP38 or ZIP and expect the thrown weight to remain the same?
