Wonder what would happen if all the big ammo dealers ended their supply contracts with the State of Connecticut

They would buy from private sources. They are pushing hundreds if not thousands (eventually) of job out of their state. They are increasing their unemployment rate and losing the revenue these businesses and manufacturers generate. So I don’t think they would be upset about paying a little more for their ammo by going through a middle man. I suspect they are already, I doubt they buy direct.
