Paper ballot cheating is usually done by stuffing more paper with dead and fictitious people's names on them. That's

what usually happens in places like Chicago, and with the comedians's election(Franken). It was shown to be commonplace

in both of those areas and situations. So, it does still happen. And this has been happening for centuries. Catching

the person and dealing with them is the problem.

 

The thing to remember about any electronic machine is, if the NSA can get into any type of communication and receive,

retrieve or change content, there is the same capability from somewhere else, if not some more insidious scheme like the

owner of the electronic tallying company changing the results.
