How true this is, I do not know. But considering it is going to be unannounced (If true) and will affect some on this board, figured I would post it. At least you can ask. 

 

BREAKING: PJM SHUTTING OFF CUSTOMERS POWER TO CONSERVE ENERGY DURING ARCTIC VORTEX!

States that could be impacted: All or most of Delaware, District of Columbia, Maryland, New Jersey, Ohio, Pennsylvania, Virginia and West Virginia. Parts of Indiana, Illinois, Kentucky, Michigan, North Carolina and Tennessee.

This notice was put out by Delaware County Emergency Management to residents in Delaware County, PA:

"PJM, the thirteen state electric energy controller, has notified Nether Providence through PECO of the distinct possibility of random thirty minute power shut downs during the day to conserve energy usage.

Exemptions will be for critical care facilities such as hospitals and nursing homes. All others will be randomly affected by the shut downs.

We will not receive advance notice of shut downs nor will we be provided a schedule of those affected and times."

Make took much money that you can afford to pay your bill? No problem, we'll just shut it off for you.

Conserve energy my @$$. Control your energy is more like it.

Lots of big businesses that use large amount of electricity (thousands of amps) have agreements where their utility can throttle or completely shut off their power supply during times of high demand to prevent damage to the grid.  Two of the three places I've worked had those agreements in place.  It's happened only one time, several years ago during the middle of the summer.  The utility called and told us we had 20 minutes before they shut off the power, and 20 minutes later the lights went off.

It may have been close to being true. I work at the local utility company and TVA put us on "Step 10 (In-House Load Reductions). We had to turn off all non-essential loads and lights. We also had to put out thermostats to 70 or below. Thankfully it never got "that bad", but that's the first time I remember us having to do that. Supposedly before I got here we had to do it a lot in the Summer on the hottest days.

 

A lot of electricity being used in the south when it's 5°F.
