You can pay for it there, but can't take possession of it there. They have to ship it TN FFL for transfer to you.

 

Handguns may only be transferred in the state of the recipient. So the background check (4473) would show as a TN one on the stats, not a KY one.

KY runs monthly NICS checks on all CCW holders. Every single month. Artificially inflating their numbers
