So if he shows a badge, and makes a "law comment or judgement" about what he sees, would he not be representing himself as a LEO?

It generally requires intent. There is no law that a HCP holder couldn’t ask to see if your weapon was unloaded, or if it is illegal (stupidity is not illegal). It would be illegal if that person did something to make you think they are a Police Officer and you are compelled to comply. Seeing a badge and assuming they are a cop is not enough. If you ask them if they are a Police Officer and they say yes; that’s a crime (if they aren’t).

I ask people all the time what they are doing on my road and if it sounds sketchy I ask if they have an ID. There is no law that says I cannot ask but I cannot force them to produce an ID. They can tell me to F'off too but the whole point of me asking is so they know someone is aware of their presence.

He is wearing it wrong anyway. It should go the other way so it doesn't obstruct a draw.

Not only that, but it says concealed carry, when plainly the fella is open carrying.

No, the sash conceals the firearm. This way it works whether you're wearing a shirt or not.

Oh, it just occurs to me... With respect to the title of this thread, cops are civilians too.

They are civilians in the military sense to a point, but even overseas we had 3 groups. U.S military, foreign military and police, and civilians. I don't view them as civilians because right or wrong, they have different rules that govern their conduct and what they are allowed to do. Tapatalk ate my spelling.

 I did. All LEOs and military take an oath of office. On loan once as a Trooper I even had to take another one for the Marshal Service.  CS

They do, but I don't think that's the factor.  Civilian federal employees do too.  At least I did.  Each time I got a new position.
