Polishing out a SP101

Picked up a SP101 that looks like someone started to polish out and did a pretty crappy job of. It's not hideous or anything, but would like to put a little labor of love into this little thing to make her shine, and remove the little scratches the last person left in there. What is the preferred method and polish to use to not make this any worse? I'd also like to see if I can get the drag line off of the cylinder a little bit.

 

PS: I don't plan on using a Dremel or anything else electrical...

Mother's Mag Polish, an old T-shirt and lots of elbow grease.  Two or three evenings working while watching TV and you'll have a masterpiece!

Another vote for Mother's Mag plus a few huors in front of the TV...it will remove most if not all the cylinder drag line.
