Permits the use of deadly force for self-defense when there is reasonable belief of death in not only a person's residence (current law) but also in such person's dwelling or vehicle. Defines residence to include any dwelling or building within the curtilage of one's residence.

Amendments: House Judiciary amendment 1 is a technical amendment to clarify the defenses listed are consistent with other parts of the code. House Judiciary amendment 2 adds a person who uses force is not immune from civil liability if the person against whom force was used is an innocent bystander. TCA Secs. 39-11-0600; 39-11-0611

That's a lot to digest.

Does anybody know why there are so many bills that say the same thing but seem to have been handled differently?

If a bill is said to have been refered back to some committee, does that mean its dead for this term?

Many times a bunch of legislators will introduce bills that do more or less the same thing. Since they get introduced at various times, they go through the committee process on different timetables. At some point all concerned will agree to run one bill and let the others go.

If a bill has been referred back to a committee, that MAY mean its dead for this session. Or not.

1) It may be referred back for some clarification or amending, and then will get forwarded on again.

2) It may be a way to kill the bill outright.

3) It may just delay the bill to the second half of the session (next year).

4) If its referred back to a subcommittee that has shut down for the year, then see #3.

In general, its not a good sign.

The Bill that allows carry in state parks , I think may have a chance.
