It's more likely (much more likely) that he put it on the paper holder, it fell and he tried to catch it...

 

But IMO it's more likely he was playing with it.

 

It's bad enough he's careless but it's even worse that he's spreading misinformation that is ammunition for the grabbers.

Keep those tools in a quality holster!  ...use your legs to keep your belt-line up above the bottom of the partition.  If you need to, tuck the holster around the backside of your calf where it lays over between your two legs.  

 

As far as weapon-handling in an un-controlled environment and clearing it to go to a public toilet.... (or anything else out in public)... there is a reason LEO and various agencies have clearing barrels....

I hate taking it out. Honestly I try not to even go in a public place. I like my toilet at home better. But if I have to stop to go in a convenience store I unchamber in the vehicle because I know most likely I will have to unholster inside to get the job done. And I would rather have it with me with nothing in the pipe than leave it hot in the vehicle. This is the only "public" bathroom I usually frequent at my work. Only 6 people there and 3 of us carry.

Yet another advocate for pocket carry :)

 

If your rig requires removal when you gotta go, practice it and have a plan.  Because, trust me, someday you will need to go *right now* and you will want & need to have a plan for your hardware that allows you to, um, get the job done without incident.

If I know I am going in a public bathroom to do some "paperwork" I unchamber it before I go in. I take it off when the pants come down because of the weight and the next guy over might see it and try to reach under and grab it. This is what I usually do...

It's not a common practice. This is at my work. But I do unchamber. Sounds goofy but I know it will have to come out when I get in there. Most of the time I have it unchambered at work when I do carry because I am in and out unerneath trucks and dont want a live gun falling out on the concrete while I'm rolling around on the creaper.

I do hope you will consider other technical solutions to your problem.
