It's not blame shifting if it is true. Every administration in the modern era has helped build in the surveillance apparatus that is being used against US citizens. That's the danger of building these kinds of tools and granting these kinds of powers to the government in the first place. This guy might not be so bad but you are leaving something that would be very easy to abuse lying around and waiting for the next guy who it turns out is a wannabe tyrant.

Well they have to blame someone for everything that is going on in this administration because if they took blame for everything they would have been booted out of DC even before this guy in the White House right now even got sworn in and got new curtains hung up. He was already blaming things on everyone else back when he was a Senator and Community Organizer and just practicing for when he ran for office. Now he is a professional at blaming it on anyone but himself.................jmho

It was, he was shooting Bears with "Illegal Guns". Which is why those guns are now in protective custody in Fairfax Virginia.
