The article is confusingly written and I can't tell if its the same deal that Chatt Housing Authority had long ago when I did social work and knew about such things. Some places in the article say the rent is capped and other places in the article describe a sliding scale.

 

A long time ago when I knew about it, the Chatt Housing Authority would charge the sliding scale rent. If a person made good income, then the person would have to pay so much rent that a person of "conventional tastes" would move out and get a much nicer apartment somewhere else for the same or lesser rent they were paying for a hole in the wall in the projects.

 

However, there were some people who had grown up in the projects, and it was "home" to them, and they would continue to live there (and pay rather high rents) working as nurses, skilled tradesmen, teachers or whatever.  Some of the people with jobs liked it there and didn't want to move. All their friends and relatives were close by and they didn't want to move out to the burbs where they didn't know anybody.

 

There were some of the projects that were dangerous nasty falling-apart crapholes, and then some nicer projects, and then duplexes and standalone houses that were pretty new and nice. The Housing Authority PREFERRED to rent to people with jobs where they could charge relatively high rent, because it was better on the organization's bottom line. Also the upscale tenants didn't tear hell out of the properties making the Housing Authority properties instant slums, and the Housing Authority managers didn't get big headaches out of the upscale tenants. In fact, way back then, the housing authority seemed to have methods of putting the trashiest customers in the crappiest hell-hole projects, and put the better customers in the better properties, but maybe they can't do that nowadays without getting in trouble, dunno.

That's not even counting all the ones selling drugs.


True.

So I guess the sideline business isn't the only thing paying for all those high priced rides with the fancy rims.
