Was this a setup way ahead of time for more power ?

That's the way it use to be until about 2002 or so when they came out with the government IMPAC Visa credit card system. Many supervisors are now issued that card and it works just like a regular Visa credit card.

So, signs or whatever can be ordered and paid for immediately.


Long before 2002. I had a Government Vista for TDY in 97. I carried two in 98 because one was for TDY and the other was for the advanced nco course. Used to be they handed you cash. Any out of pocket expenses were covered once you returned through finance. All of civilians in supervisory or management positions at MATES had them in 96 or 97. When we used to go TDY prior to 92 it was always an advance cash payment. First time I was handed a Visa was in February 92 on a TDY from Carson to Lewis. Carried probably a dozen different Government Visas in all. Every one of them issued by Bank of America.
