Why can't I join AR Owners social group?

None of the groups open for me when I click on them right now except the one I'm already a member of, so I don't even get to a "join" option.

I can get it to open, but can't join. I just noticed, when I go to the Social Groups page, it says I cannot start a group, either. I'm being treated like a red-headed stepchild.  :sadwave:
