If I recall correctly, the state of Hawaii pays their homeless to leave. They get a free one-way ticket to anywhere on the mainland.

 

From my understanding it's actually the other way around. Other major cities give homeless one-way tickets to Hawaii to permanently get rid of them. Who would deny a ticket to Hawaii and what better place to be homeless? I was born and raised in Hawaii and I saw first hand the ten fold increase in homeless. I was a police officer there for a short while and it seemed like half of the cases were homeless related.
