Glorified sand bag with big beads of sand. Dissipation of force into a granular media, just imagine breaking in a game of pool. All the energy of your shot is divided into 15 balls, so they each move about a lot slower.
Same concept here, a whole lotta balls in contact with each other and any force taken is dissipated in the wiggle and bouncing about.

 

Still seems an equal dimension of sand would be more effective, but using harder porous materials like ceramic would def be lighter.
