I saw him again. He was pulled over on the Briley Parkway this morning at 6:50AM by a Nashville Metro. He also had a female in the car. FYI-He had a mullet.

The HCP dude had the "Billy Ray Cyrus" look from 1983. I had a LEO on my tail as the Briley Parkway is making sure that all drivers obey the law so I could not get a pic. This joker clearly lives in the area so I will be on the look out with camera phone in hand for next time.
