Fire Extinguisher Question, Deep Thought

Does society expect me to call or wait on a fire department to arrive before I or they can extinguish a fire that threatens my property or life even though I have access to a fire extinguisher?   Another view, does society expect me to call or wait on the police department to arrive, before I or they can stop the threat to my life even though I have access to a firearm?

I just heard this from someone, and never considered this perspective.

Well some people seem to think that you must wait till the house is almost to embers before you can use your fire extinguisher. You know just to make sure that it was absolutely necessary.

That is very well put, i never considered it too.

No matter how fast a fire department -- or law enforcement agency -- responds, it ain't as quickly as someone can respond who is already there.  Always heard that all fires can be extinguished with 8 ounces of water -- very early, or very, very late.  So I vote for the extinguisher (and in the case of necessity, the firearm --- just don't get the two confused, lol).
