Can I do this legally without going to FFL? Handgun trade question?

I have had someone ask me about a possible trade for a gun I have listed, but they had an out of state phone number. I asked if he was a Tn resident and had Id. His answer was "I am military stationed and working in the area and am allowed  to purchase a gun in TN per federal law, can show CCP and military Id".

 

Can I do this legally without going to FFL?

Is his carry permit in Tn ? Just wondering 

No sure, guessing that it is not.

I know that they can purchase through a FFL with their station papers in whichever state they are in, but not sure about a FTF transaction. If they are willing to pay for the transfer or split it with you or if you are willing to foot the bill, you could go to a local FFL dealer and transfer to be sure.

Military are counted as residents of the state they live/are stationed in.  as a CYA I would ask to see his ID and a copy of his orders showing where he is stationed (these are the same items he would have to show if purchasing at a TN FFL).  I'm trying to think of Active duty locations near Knoxville and about the only I can think of are either recruiting locations and I believe there is a MEPS in Knoxville as well so he could be stationed in the area.

Only if his order papers show him currently stationed in TN. If not, then no. Ft. Cambell is unique in that their orders give them a dual status in TN and KY.
