Unless you find another gun that fits it proper as well, it is worth almost nothing. If it is not a level 3 it is worth almost nothing. It used to be that eBay was a great place for buyers and sellers of used duty gear. Duty gear is often specialized and not sought by too many people. Around here most departments and security companys issue all of the officers gear. Something else is guys buy new gear to get a receipt for itemized deductions.

That's the type of holster I'm issued. I believe they are fairly expensive. But, like mentioned above, most departments issue them to their officers.

I'd Google the holster to see what prices come up. Several departments don't issue reserve officers their gear, so you may find a reserve officer that needs one.

It totally depends on what model Safariland holster it is.  New, I've seen them run between $30 and $130, but it's been a few years since I was in the market for one.  Is it a police duty holster or a belt holster?  Whatever style it is, I suspect that it being for a Ruger P85 will make it much less easy to sell than if it were for a Glock 17 or a Sig P226.  It also depends on the condition.  Even a top-of-the-line Safariland 070 SSIII duty holster will be worth very little if it's trashed.

As a side note, Safariland holsters aren't actually leather.  They are plastic/vinyl over a layer of harder plastic with some suede glued to the inside.  I carried my duty gun in a Safariland 070 SSIII for almost my entire time in law enforcement and if I ever carried a handgun on duty I'd use one again.
