When I bought my 2008 F150, in July of 2008, it had 4,500 miles on it.  It had a clean carfax and looked good at first glance.  It had pinstripes on it.  I removed them (with a 3m eraser wheel) and noticed that you could still feel a bump where pinstripe used to be on the passenger side.  Upon closer inspection, the entire passenger side had been repainted.  The factory pinstripe wasn't fully removed before they painted so it was now under a layer of paint.

GOOD LORD! The dealer wants $750 to replace the moldings! I was just gonna look into that instead of paint but good grief that's high for some PVC plastic. At this point I don't know what I wanna do. There is a place in Memphis that does aftermarket trim and molding that may be able to add something to cover it up cheaper than $750. I know one thing, this was an expensive mistake!

If you don't mind to wax the problem spot fairly often, just get a DA polisher and some good compounds.  You should be able to make the non-clear area as shiny as the cleared... But you will need a machine, and good compounds not some cheap walmart/ebay junk.

Like others mentioned, your truck was probably "touched up" at some point and the painter used the molding as an edge, hence the buildup. If I were in your shoes I would have the area wet sanded and buffed first since odds are there is paint on top of paint. A good paint shop can build the area back up with product to protect the paint as well without having to go into the paint booth.
