Supposed to be out late this year. They are also going to be available in 6.8, .223, 7.62x39, and 6.5 grendel.

We played with one in 06 and it was "close to being released" then...lol

Its an interesting concept but it has a few things going against it:

1. Kel-Tec cant keep up with production demands for their P3AT, how are they going to find time to produce this rifle?

2. Kel-Tec will have the same problem VW had when they introduced their 100k luxury car; people dont know them for high end items, but for cheaper, lower cost, and smaller ones. Are you going to spend 700-1000 bucks on a plastic Kel-tec rifle? or will you spend it on a Remington?

Yes, but KelTec doesn't own a "Bentley" or "Lamborghini" brand like VW does so they don't need to have silly design exercises to use up excess parts and widgets. That being said you can still get the V10 Phaeton or Toureg if you really want one.

KelTec does make some parts for NASA and that has always been a major production hold up for them.

What is the appeal here I wonder, I mean if you really want a .308 tack driver why not go with an M1a or better yet a bolt gun?

Because it is half the size. Portability. It also less likely to stand out when a co. is deployed, meaning snipers are harder to spot.
