NICS Improvement Amendments Act of 2007 grant money "runs out..."

Wonder if all this new legislation could be related to the NICS grant funding running out from the last "improvement" legislation?  So the current Sen. Toomey legislation is proposing to throw 100 million for the next four years in grant money for the same "cause."

Section 103 -
Requires the Attorney General to make grants to states and Indian tribal governments to establish or upgrade information and identification technologies for firearms eligibility determinations. Allows up to 5% of grant funding for Indian tribal governments, including tribal judicial systems. Specifies allowable uses of grant funds. Authorizes appropriations for FY2009-FY2013.
Prohibits the Federal Bureau of Investigation (FBI) from charging user fees for NICS background checks.
 
( b. )VOLUNTARY BACKGROUND CHECKS.-Not later than 90 days after the date of enactment of the Public Safety and Second Amendment Rights Protection Act of 2013, the Attorney General shall promulgate regulations allowing licensees to use the National Instant Criminal Background Check System established under this section for purposes of conducting voluntary preemployment background checks on prospective employees.".
