Talked to an atf official and he said it wasnt necessary for what im doing aslong as i was holding serialized parts overnight but he then said he would get a ffl anyways if it was him so idk what to think really except for if they would focus more of the attention on real criminals instead of guys like me we wouldnt have the problems we do

Fixed it for you.

You can legally make corrections on the spot without having an FFL. You could probably do a "while you wait" service but keeping them overnight will get you in trouble. You could not be mailed a firearm to do repairs on without having a FFL either.

You are seriously flirting with the rules you don't want to violate. And it isn't you that is going to make you violate the law, it will be the customer that leaves their gun overnight. You can do whatever you want but be forewarned you WILL have a customer that is NOT satisfied and that customer WILL call the ATF on you. It isn't like a speeding ticket or even any local charges. The ATF charges people with FEDERAL crimes. And once a customer knows you are operating in a gray area they WILL use that against you.

I have looked long and hard for ways to be able to circumvent the FFL requirement and there is no steadfast way of doing it. Only ways you think might keep you out of trouble and in the end it will be up to the agent to determine whether you have broken the law. And even if you are cleared in court you will have tens of thousands of dollars tied up in legal fees.

And you are expecting a customer to stand around and wait 6-7 hours? I know I would never stand around that long no matter how good or how cheap something is. And I would NEVER leave a firearm with anyone for work who doesn't have a FFL. If, and when, the ATF secures evidence against you do you think your customers will get their guns back? They might but it will not be for months and likely years.
