I may be wrong.... but the Secret Service does NOT report to the Prez. 

Dept. of the Treasury iz in charge of this group.

It's a tin foil hat story, the very bottom of the article says "Some of the data for this report has been sourced from, WND"

 

Cooke said he and other sheriffs are considering filing a lawsuit to block the laws. And sheriffs in other parts of the nation agree, with more than 340 already banding together to promise to uphold the U.S. Constitution.

They took that and ran with a conspiracy theory saying that the secret service would be arresting the sheriffs...

I thought there were SOPs for arresting a local Sheriff already. Like the state version of FBI or US Marshall Service did it so they had some where else to hold him besides his own jail. And then him being an elected official they can't really strip away his power with an arrest. You can be arrested for ANYTHING!
