Can I do a private sale to Military?

Want to do a private sale to a guy who has residence in Clarksville who is stationed at Ft Cambell. He has a military ID but no TN DL. I know how it works in VA with military but not here. Is it legal?

As I understand it, Active Military stationed outside their home state, they have two states of residence.  So, if you're a TN resident and they are either a TN resident or stationed in TN, then yes.

Yes, according to a release from the ATF personnel stationed at FT Campbell are considered residents of both KY and TN for the purpose of purchasing firearms.  I would reccomend as a CYA seeing a copy of his orders bringing him to FT Campbell

Thanks C.A. Willard that's the way it was in VA! It's a build so I'm
pretty sure I could sell it to someone else but sitting on more parts than I want with all the craziness
