DHS Ammo Purchase Questions

As far as the DHS buying an ungodly amount of ammo there are questions besides why that should be answered,

  1. What manufacturer won the contract and/or are there multiple manufacturers involved and if so which ones.
  2. What is the total cost of the contract and cost per round.
  3. What are the terms         
    1. Calibers, Qty, specifications of each
    2. Delivery schedule.  Is there a set amount each year, front end/back loaded, etc…
    3. Options for acceleration or increases of qty
  4. Why hollow points and not full metal jacket if these are ‘practice’ rounds.

I heard on the news that they got approval to buy as many as 1.6 billion rounds to get the best contract price but they have only actually bought 100+ million rounds which is pretty normal.
