You are correct.  Our Legislature made sure of that when they passed the Sheriff's Protection Act, which took away the ability for anyone to run for the office, (which is in fact a political office), and required that a candidate has to be a Post Certified Officer of the County prior to throwing a hat in the ring.  Used to if an individual won the race, they had 6 months or so to get through the Academy.
