Rimlock?

Are you using stripper clips to load?

Make sure that you are loading the next round's rim in front of the last.

loading one round at a time no stripper clips :(

Will the round go in the chamber and the bold not close all the way?  I have one that does that and haven't had time to take it to a smith.

yes the round will go into the chamber and the bolt will close all the way, yours probably has a bit of a round that broke off in the chamber

Sometimes it takes a blow with a 2x4 to open the bolt...I used a 12 gauge brass brush and kroil to dig out the hardened cosmo

I agree with the hardened cosmo problem. Found that on a couple of mine and used a chamber cleaning brush for an AR to clean it out.

+1 on the 12gauge brush. You can even make life easy for yourself and chuck the rod into a drill.

I think what happens in there is a combination of both Cosmo and lacquer getting burned in.
Also, as mentioned, the Nagant bolts are not the smoothest out there in the first place and to top it all off it is easy to incorrectly load the magazine with the rims of the rounds locking each other up. Try loading one and see if that's it.

Mosin bolts can require a (very) heavy hand even when clean.  Heat and a cordless drill will help with the cleaning process.

Are you putting the round into the chamber or allowing the bolt to feed it in?
